In continuation of the Government’s initiative towards Digital Governance and citizen-centric
service delivery, it is hereby informed to the general public that the newly inaugurated e-Seba
Manipur Portal (https://esebamanipur.mn.gov.in) will be the sole platform for availing notified
online services.
Accordingly, all citizens are hereby directed that, with effect from 11-05-2026, applications for the
following services shall be submitted only through the e-Seba Manipur Portal:
Revenue:
- Domicile Certificate
- Income Certificate
- Other Backward Classes (OBC) Certificate
- Permanent Resident Certificate
- Scheduled Caste SC Certificate
- Scheduled Tribe Certificate
Employment Exchange:
- Registration in Employment Exchange
- Renewal of Registration
- Updation of Qualification, Experience
- Transfer of Registration to Employment Exchange
- Application against vacancy
All applicants must log in and submit their applications online through the official portal:
https://esebamanipur.mn.gov.in/
Discontinuation of Old Portal (https://eservicesmanipur.gov.in)
It is further notified that:
• All new applications through the existing/old e-Services portal shall stand discontinued with
effect from 11-05-2026.
• However, applications already submitted in the old system shall continue to be processed
only in cases where certificate issuance is pending or incomplete.
This transition is aimed at enhancing efficiency, transparency, and ease of access to government
services through a unified digital platform.
